trying to send IM through SCOM 2012

SCOM 2012 RC - installed Win 2k8 R2 64bit

OCS 2007 R2 - installed Win 2k R2 64bit

cannot get IM to work for alerts.

event log on SCOM

The constructor for the managed module type "Microsoft.EnterpriseManagement.HealthService.Modules.Notification.Sip.SipNotificationTransportModule" threw an exception. This module was running in rule "Subscription833baf72_0808_45d0_8f1a_ba6e7c6efebe" running for instance "Alert Notification Subscription Server" with id:"{E07E3FAB-53BC-BC14-1634-5A6E949F9230}" in management group "TAC".
 
 The exception text is:

No errors on OCS server

please advise, have followed all doco on creating subscribers, channels, subscriptions, run as accouts, profiles etc etc
