cannot create new group in SCOM

Hello,

When trying to create a new group I am getting the following error:

Microsoft.EnterpriseManagement.Common.UnknownServiceException: The service threw an unknown exception. See inner exception for details. ---> System.ServiceModel.FaultException`1[System.ServiceModel.ExceptionDetail]: Execution of user code in the .NET Framework is disabled. What does it mean? What should I do to correct the issue?

I tried to create several groups under the SCOM Console "Authoring" pane... and same error...

Both servers Database and SCOM Application have been rebooted...
