Cluster Alerts Not Working - SCOM 2007 R2

For SCOM 2007 we are seeing discovery in the health section of the view, but are finding that only servers that have PERFORMANCE data in the performance section of cluster view are sending alerts. So, we get discovery fine, but only servers that have the performance data trigger alerts. We are desperate for a solution. They are ready to throw SCOM out the window. Is this related to using a very old version of SCOM 2007 R2? We do not see this with 2012.
