SCOM 2012 SP1 Alerts - Do not send "Closed" if there is no "New" email alerts

I have been receiving a lot of "Closed" alert emails, with no "New" alert emails, mainly because my email is setup to delay sending if conditions remain unchanged for longer than 15min. Which means, when an alert is resolved within 15min, the "New" will not be sent. Despite this, the "Closed" will still be sent in 15min after it resolves itself. 

How do I configure SCOM so that when there is no "New" email alert sent, do not send "Closed" email alert?
