SCOM 2012 R2 SDK Keeps Stopping

Hello,

I am running SCOM 2012 R2 and I had to un-install and re-install the server.  I backed up the OpsManager and the DW databases before and after I restore them, the SDK service stops and this is what gets entered into the Event Log:

An exception was thrown while initializing the service container.

Exception message: Initialize

Full exception: Feature of type 'Microsoft.EnterpriseManagement.ServiceDataLayer.ISecureStorageManagerFeature, Microsoft.EnterpriseManagement.DataAccessService.Core, Version=7.0.5000.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' cannot be added to the container.

AND:

The System Center Data Access service failed due to an unhandled exception. 

The service will attempt to restart.

What is causing the service to stop?  I was able to restore the SCOM 2007 R2 DB many times and I did not have this problem.
