Monitoring Hyper-V

Hi all I was trying to get the below counters being monitor on SCOM 2012. Do I need the Perfmon to be enabled on the Hyper-V host for SCOM 2012 to be able to monitor the counters below ?

I was reading somewhere where it's recommended to use System Center Virtual Machine Manager (SCVMM) to monitor Hyper-V performance. How different is it from SCOM ?
