SCOM Sample Count

I have been tasked with identifying the threshold for both CPU Utilisation and Memory Utilisation on any of our servers that report into SCOM 2007 R2.  SCOM with it's default management pack utilises a CPU Utilisation threshold of 95%, meaning that it checks and runs it's sample count if the CPU Utilisation reaches 95% and above.  The sample count is "5".  What is this sample count specifically?  How often is the sample taken?  Does it compute 5 samples over a 5 minute period or longer/shorter? I also assume the sample will reset if the utilisation threshold drops below the 95% mark.  

On a similar vein is the memory utilisation done the same way (calculation wise)?  I know the sample counts are different for memory, but trying to understand what these sample numbers are and how they are calculated.  

I understand that these are the defaults and overrides can be set, but I would like to understand the "sample count" before doing any overrides.
