Configure gateway server failover to multiple management servers using powershell

Hello,

I want to configure gateway server failover to multiple management servers so i used the following link:

I Installed the SCOM console so i can have the Operation Manger powershell and when typing the:

Get-SCOMGatewayManagementServer –Name “<name of gateway>” it return "The data access service is either not running or not yet initialized..."

The following command also returns nothing Get-SCOMManagementServer –Name “<name of primary server>”

What is the problem?
