Configuration not received for SCOM 2012 management server

Hello,

I created new event monitor on target "Root management server", i want to monitor a specific event on the MS server.

After i created it the SCOM is trying to get new configuration (i can see it requested the MP xml) with no success.

Monitor is in a "Not monitored" state

Event id 21024 are raising but with no events 21025 and 21026 following.

Send queue of the MS server is raising slowly.

How can i know what causing this?
