Subscription fails when I configure an "Except from:" parameter in Weekly Recurrence section

Hello,

I have a test subscription that works perfectly until I try and add an Exception from parameter in the Weekly Recurrence section.  Basically, I want this subscription to send out notification only during the off hours (11:00pm to 7:00am). 

So, when filling out the Weekly Recurrence I select the Except from: button and enter 7:00am to 11:00pm. Meaning, this supscription should send out emails all the time except from 7:00am to 11:00pm.  But, when I add this exception the subscription fails to send out any notifications.
