I noticed a server was grey in the SCOM console. When I checked the service on the server, the System Center Mgmt service was stopped. I received the following error when I attempted to restart it,"Windows could not start the System Center Management on Local Computer. for more information, reveiw the system event log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code - 2130771964"
-I thought maybe I could I rename the Health Service State folder, but I was given an access denied error. I've done this multiple times on other servers so I know I have the proper access.

I'm thinking this may be my issue, but what process is currently using the edb.log where it's not allowing access?
This is the only server receiving this error so I'm thinking once I solve this error, I'll be able to start this service.
