Trigger alert for Grey Servers

Hi There,

           In our Environment , we have 100+ grey servers. In which 90% of them are for sure decommissioned. Due to the lack of communication between the teams it was not removed from console. My aim is to create an alert generated for these grey servers and redirect them to Ticketing system.  ( it is good to remove the agents from SCOM by ourself after confirmation. but I want to make sure we don't keep doing this cleanup activity every time, I want this to happen when the server is decommissioned not 1 month after decommission, so the process is streamlined and we have record.)

1) Our environment have Heartbeat alert but since the first ticket(not alert) was closed. No alert popped up after that. I have even enabled "Computer not reachable" alert last week but it seems like , it did not bother for already greyed out servers. I don't know why.? Any reason.

2) Is there any way we can trigger some alert for these grey server agents ? If there is any let me know. It would be great if there is any existing rule that pushes alert continuously.
