List of all rules and monitors which will generate an alert and their associated severity and priority

Is there a simple report/db query/powershell query which lists all the management pack rules and monitors which will generate an alert and list their corresponding severity and priority taking into account if any overrides have been set?

This needs to work on SCOM 2012
