Web Application Transaction Monitoring Templates blank

I noticed an issue with Web Application Transaction Monitoring Templates not displaying the url's added with Bulk URL editor,

I went to the process and configured a watcher for the template, also all the url are visible and valid on Bulk editor, the list of url was added from a csv file and  saved,  after the watcher was configured on authoring workspace, I did sync the template on Bulk editor, but in monitoring workspace the template still empty, I tried to create a separate url to be monitored but even that one is not displayed.

Any ideas what can be the reason of this behaviour?
