SCOM 2012 subscription with “exclude time range” not working

Has anyone successfully created a SCOM subscriber with an “exclude time range” rule? I have a subscription that sends an email notification for all opened and closed alerts. I want to set an email exclusion from 3:59 AM to 4:01 AM every day so we don’t get spammed from alerts that were closed by the auto-resolve task that runs at 4:00 AM every day. I modify my subscriber’s schedule as follows:

Notify only during the specified times:

Date Range: Always

Time Range: Excluding: 3:59 AM – 4:01 AM

Weekdays: All days

which logically seems like it would do what I want. But the end result is I get absolutely no email notifications whatsoever regardless of the time of day. A few minutes after I remove the schedule and set it back toAlways send notifications I start getting email notifications again. I’ve tried deleting the subscriber and the subscription and re-adding from scratch but I always get the same behavior. Has anyone successfully gotten this to work?
