Issue with Operations Manager web console, all views will not render

Hi,

User is accessing link from Terminal Server, Windows Server 2008 R2 Standard, IE8 32 bit.

When they open the link http//servername/operationsmanager they are put into a Silverlight configure loop; if it is installed it continues to prompt to configure.  Have verified that Silverlight is installed using link

http://www.microsoft.com/getsilverlight/get-started/install/default.aspx and can see that it is an enabled add-on.

If I click Skip the web console will render however only dashboard views will load successfully.  Alert or State Views will not load resulting in error: The view cannot be displayed because this computer is not configured for the Operations Manager web console.  Refresh the browser to configure.

Refresh results in the Silverlight Configure loop.

This has not been an issue in any other web consoles.  No updates have been resently have been applied.

Any suggestions?
