"The Data Access service is either not running or not yet initialized"

I have the same Problem but with System Center 2012 Service Manager, and i checked all exceptions with Firewall and AV, also saw all my connections but i when my team are ussing the console, from the nothing show me the message. If exist some solutions through Cumulative Update or something, my SM is RTM 2012.
