SCOM: SNMP discovery/get request error response usmStatsNotInTimeWindows(.1.3.6.1.6.3.15.1.1.2.0).

Hi,

Setup: SCOM 2012 R2 with latest upgrade (u3) installed.

I am managing two devices of same vendor using network discovery (SNMP v3) lets say device1 and device 2.   For device-2, discovery fails with no response, or it gets discovered but for subsequent requests, SNMP agent returnsusmStatsNotInTimeWindows(.1.3.6.1.6.3.15.1.1.2.0).

Installed two different mib browsers. Executed snmp get request for sysDecription. It succeeds. So there is no issue with authentication.

Captured SNMP packets.

  SCOM Server => device 2 :  Header: msgAuthoritativeEngineBoots: 26, msgAuthoritativeEngineTime: 968

  device2 => SCOM server: Error response header: msgAuthoritativeEngineBoots: 6 msgAuthoritativeEngineTime: 2363

So agent is correct.  Since these values mismatch, it sends the error response.

When investigated further, these values 26 and 968  corresponds to values required for device1. Whenever queries succeed to device2, these header values were correct corresponding to device2.

Agent has values for,  sysDescr, sysObjectID, sysName, sysContact, sysServices, sysuptime.  sysLocation is not implemented. (Note discovery succeeds)

How does SNMP library picks these values while constructing request header?

Tried rebooting SCOM/windows server to make sure it is not a temporary issue. Even after reboot, this behaviour continues. What could be the issue here?
