SCOM 2007 R2 MS Promote to RMS Server 2012 is supported?

Recently I have been build a new server in 2012 i have installed the SCOM 2007 R2 with CU5 and its working properly. 

Here's the scenario: 

I want to Promote this Management Server as a Root Management Server.

I follow all the steps  Restoring the EncryptionKey but when the server is trying to Promote i get this:

Error: Unable to retrieve management group information on RMS

Somebody has any information about this ???????
