Remote network devices at WAN sites

We have many small remote office sites that have a router, one or more switches, and perhaps an SNMP monitored UPS. There are no servers at these sites, just the network infrastructure and perhaps a few laptops and desktops. We want to monitor the site, and utilize dependency rollup monitors or aggregate rollup monitors to keep tabs on the WAN site's health.

For example, if a switch becomes unavailable, we need an alert on the switch. However, if the router at the remote site goes down, or the MPLS circuit dies, we want an alert on the site, but not any of the stuff downstream of the router. There are also sites that have two routers, and two MPLS circuits for access where a single router or MPLS circuit could be down, but the site would still be accessible. In that case, we need to know that the router or MPLS circuit went down, and that the site is operating in a degraded mode.

What's the best way to do this in Operations Manager 2012? Do I create a group for each site (there are 150+ sites)? How do I associate a dependency or aggregate rollup to the group (or site)?
